Toronto Island Airport Tunnel Challenged

According the the Toronto Star a Toronto Port Authority regulation prohibits the construction of a “bridge or similar fixed link” between Toronto and the island airport. Could this threaten the port authority’s proposal to build an airport tunnel? The regulation, imposed by Paul Martin’s Liberal government in 2005, makes the pedestrian tunnel an “illegal project,”. But Mark McQueen, chair of the port authority, argues the regulation does not apply to tunnels, as “there’s nothing similar” between an underground passageway and a bridge.
